Locating a suitable place for the preparation of the ashes of the red heifer, including the creation of a proper buffer preventing any possible impurity. Identifying proper priests who are in a state of purity and training them for the performance of the commandment. Planning and production of the event itself, with all the halakhic sensitivity surrounding it. And finally, with G-d's help - deploying a network of centers for purification throughout the country and training teams for that purpose. At the same time, a comprehensive program is required for teaching the public about the importance of ritual purity and its consequences for today and in the future.
